As Australia’s aged population continues to expand, the demand for diverse care, accommodation, hospitality, and related services is increasingly evident. To address this, the Government has introduced significant reforms through the new Aged Care Act, effective July 1, 2025, which adopts a rights-based approach to ensure dignity and personalised care for older Australians. Building on earlier investments—such as the $23.9 billion allocated in 2020–21 and the increase to $27.1 billion in 2023–24—the Government has extended its commitment through the ongoing Aged Care Reform program, surpassing the initial $18.8 billion five-year plan (2021–2025). This sustained funding supports quality aged care services for over 4 million elderly Australians, creating new opportunities for businesses in the sector.

Under the new Aged Care Act, the Government continues to subsidise approved providers, enhancing affordability and accessibility for eligible care recipients. These subsidies enable providers to deliver high-quality care at reduced costs, potentially attracting more clients compared to non-government-funded services, which charge full rates. This framework not only meets growing demand but also positions subsidised providers advantageously in the aged care market.

Aged Care Programs

The aged care reforms in Australia, underpinned by the Aged Care Act 2024, effective from 1 July 2025, introduce significant changes. The Strengthened Quality Standards replace the previous eight standards across all aged care services, including the Support at Home Program (SAHP) and Residential Aged Care.

The SAHP will replace Home Care Packages and Short-Term Restorative Care from 1 July 2025. Residential aged care, renamed Residential Care, will undergo significant reform to align with the Strengthened Aged Care Quality Standards. From 1 July 2025, the Commonwealth Home Support Programme (CHSP) will continue for now, but will come under the new Aged Care Act. From 1 July 2027, the CHSP will cease to exist.

Support At Home Package (SAHP)

Starting 1 July 2025, Support at Home will replace the Home Care Packages (HCP) program and the Short-Term Restorative Care (STRC) program, creating a single, streamlined system. It covers the following five registration categories:

  1. Home & community services
  2. Assistive technology & home modifications
  3. Advisory and support services
  4. Person care and care support in the home and community, including respite
  5. Nursing and transition care

 

Depending on their registration groups, SAHP-registered providers should comply with the Provider Obligations, the Code of Conduct, and some of the Strengthened Quality Standards.

Residential Care

For older Australians with higher care needs or those who can no longer live at home, Residential Aged Care (aged care homes) remains a crucial option. However, as part of the 2025 aged care reforms in Australia, Residential Care providers are required to transition to the Strengthened Aged Care Quality Standards.

According to the new Regulatory Model under the Aged Care Act 2024, Registration Category 6 – Residential Care, including Respite, applies to services that provide residential accommodation, everyday living support, personal and clinical care within an aged care home setting.

Residential Care registered providers should comply with the Provider Obligations, the Code of Conduct, and all 7 Strengthened Quality Standards.

Commonwealth Home Support Program (CHSP)

Starting on 1 July 2025, CHSP will be under the new Aged Care Act, but existing providers will still deliver services in accordance with the CHSP program manual and their grant conditions. The Commission will register them into appropriate registration categories according to the care categories they deliver.

The CHSP will cease to exist on 1 July 2027, and anyone receiving CHSP services will transition to the Support at Home Program. CHSP providers, like those in SAHP, must comply with the Provider Obligations, the Code of Conduct, and all the relevant Strengthened Quality Standards based on their Registration Categories.

Flexible Care and Specialised Programs

Flexible care and Specialised Programs acknowledge that the needs of aged care consumers may require a different care approach than those provided through other programs. It was used to include the Short Term Restorative Care Programme (STRC), Transition Care Programme (TCP), Multi-Purpose Services (MPS) Programme, and National Aboriginal and Torres Strait Islander Flexible Aged Care (NATSIFAC) Programme.
Under the 2025 aged care reforms in Australia, these Programs will undergo significant changes to align with the new regulatory framework.

The STRC program, which offers time-limited, goal-oriented services to improve or maintain functional independence, will be integrated into the new Support at Home program starting 1 July 2025.

The TCP, designed to assist older people after a hospital stay, will continue to operate under the existing framework for the time being. However, future reforms may consider integrating or aligning it with the SAHP.

MPS providers, offering integrated health and aged care services in rural and remote areas, will also transition to the new regulatory framework. They must register under the new Aged Care Act and comply with the strengthened quality standards.

NATSIFAC Providers will receive two years of transition support to move under the new Aged Care Act commencing 1 July 2025. This transition includes aligning with the new regulatory requirements and strengthened quality standards.

Providers’ Eligibility Criteria
  • Be an eligible entity type (sole trader, partnership, or corporation).
  • Have no disqualified individuals as responsible persons (formerly key personnel).
  • Not be subject to an Aged Care or NDIS Banning Order.
  • Have experience in aged care or similar services.
  • Have a qualified team (e.g. registered nurses, accountants) as needed.
  • Understand provider responsibilities under the Aged Care Act.
  • Have, or plan to have, systems to meet these responsibilities.
  • Have, or plan to have, sound financial systems and records.
  • If already a provider, be compliant with all obligations.
  • Have, or intend to establish, sound financial management systems and recordkeeping practices.
  • If already an aged care provider, comply with all financial and regulatory obligations.
